Information Regarding Evaluation and Upgrade of Rank

Please note that the following is a brief outline of the evaluation and upgrade process meant to simplify things for quick reference. The entire policy is available in the Ontario Ringette Association (ORA) operating manual at the following link :

The National Officiating Certification Programme (N.O.C.P.) structure consists of four levels and three categories as listed below.

An official's rank is a combination of level and category (e.g. a 3B official would be able to do Junior A and below). An official's carded rank does not restrict him/her from officiating games at a higher level but rather gives a guideline as to where the official is optimally functioning.

Once an official has completed the level 1 clinic he/she is carded as a 1C official. As part of the process to upgrade his/her rank an official must complete the appropriate clinic (level 2/3 or level 4 clinic) and receive on-ice evaluations as follows:

Two evaluations by two different evaluators

Level 3

Three evaluations by at least two different evaluators, one of whom must be from outside of the official’s home region

Level 4

Four evaluations by at least thee different evaluators, once of whom must be from outside of the official’s home region

Once the official has obtained the required on-ice evaluations the final step in the process is to apply for the upgrade. This step has been put in place to put the onus on the official for his/her own development. This requires filling in the request for upgrade form which can be found at the following link:

In order to submit a request for upgrade the official must have details about his/her on-ice evaluations including the date, game level, and the evaluator's name. Obviously this requires that he/she have his/her copy of the evaluation forms at hand. It is imperative that the official keep these forms in a safe place as at times information can be lost and ORA may not have a record of the evaluations. If the official cannot produce his/her copy of the evaluation form he/she may have to seek out another evaluation.

If the official does not apply for an upgrade it will not be granted automatically. The application process is a way of flagging the official's achievements. For upgrade to a level 2, once the request for upgrade form in submitted and the evaluations coordinator has verified the information, it is forwarded to the official's Regional Officiating Coordinator. For upgrade to level 3 or 4 the request is forwarded to the Officiating Committee which consists of all of the Regional Officiating Coordinators for Ontario and is chaired by the Director of Officials of Ontario. Once the official has submitted the request for upgrade he/she should expect a reply stating whether or not the upgrade has been approved. If a reply is not received in a timely manner, consulting with the Regional Officiating Coordinator about the matter is recommended.

For reference, below is a table showing the maximum rank which can be given on a game. Officials should keep this in mind when asking to be evaluated.

Evaluators, like on-ice officials have different levels as well. Not all evaluators can give evaluations at all levels. Below is a list of Eastern Region Evaluators. Officials are encouraged to speak to their Referee-in-Chief (RIC) who can assist them in getting evaluated.

Of particular note is the requirement for maintenance evaluations. The onus is on the official to seek these out with assistance from his/her RIC.
