OR MISCONDUCT PENALITIES
Submission of a form by Officials
for ALL match or misconduct Penalties. Officials
MUST fill out and submit this form for all match and misconduct
penalties. It is in a form which allows people to print it and fill
it in by hand or fill it in and send it electronically.The
On-line Form below is the preferred method of submission for reasons
of timeliness and legibility.
Submission of this form electronically will ensure that details
of Match or Misconduct Penalties are immediately sent to the Match-Misconduct
Review Group.

OVERVIEW:
- The goal of the Officiating Program is to provide
the best possible officiating for players in the Eastern Region, while
at the same time providing the officials a positive place to learn,
interact and excel.
- All scheduling of officials is done by a Regional
Scheduler. RICs and Evaluators focus on recruiting, evaluation and mentoring
officials. The objectives are to assure regional consistency from one
association to the next in assignments, to give exposure to junior officials
and encourage them to work with different refs, and to ensure that games
are assigned to qualified personnel.
- Officials who want to attain a more senior level
are required to take the appropriate clinic and get evaluations done
to support the new level. Taking an upgrade course does not qualify
an official for a higher level. Both components (course and evaluations)
must be completed.
- Officials are required to take refresher clinics
in rule change years and to get evaluations to maintain their levels.
Association Referee-in-Chiefs are required to take the level 1 Officiating
Clinic and all required Refresher Clinics in rule change years.
- Officials are responsible to complete an ORA
registration form in order to officiate. This form can be found on the
ORA website at www.ontario-ringette.com
under officiating/registration. In order to officiate during the
2009-2010 season, all officials in the Eastern Region must complete
and sign the Ontario Ringette Association On-Ice Official Registration
form and return it to their local Referee-in-Chief by November 1st,
2009.
- All officials
18 years of age or older, as of December 31st, 2009, are
required to obtain a police record check and provide it to the Privacy
Officer of their local association (ORA office if an independent). Failure to do so will result in being
unable to officiate in any sanctioned play (league, tournaments &
exhibition games)
- Please note that the registration deadline with
ORA is November 15th, 2009. If you wish to register as an independent,
it is your responsibility to complete the form and send payment to ORA
by November 15th. If you have any further questions or concerns,

in the Eastern Region, please complete an Eastern
Region Tournament Officiating Information sheet and submit it. (Click
here for Online Registration) Please note that you will
be notified of acceptance only when the schedule is made available to
the Regional Scheduler and the number of referees needed has been established.

CONTACT LIST
PAYMENT:
- The payment structure for 2009-2010 is standard
throughout the region. Twice a season (December / April), the Regional
Scheduler will submit an invoice to the region/local associations for
payment of exhibition and regular season games.
- Associations will submit payment for their home
games to a governing body that will issue one cheque per official on
behalf of all associations.
- Assignment cancellations would be made through
the scheduler. Officials who find replacements will be required to notify
the scheduler. Replacements (made by officials) will be monitored.
- Tournaments - the scheduler is responsible for
scheduling local tournaments. The same fees and pay structure are applied.
- Clinics and Registration Fees - the associations
pay the registration fees for officials. Officials will be registered
with the association in which they reside. Reimbursement of clinic fees
and registration fees is at the discretion of each association. Casebooks
and stick gauges are normally paid for by the official.
REGULAR SEASON (AND PRE-SEASON):
Officials are paid by their ORA carded rank for regular season and pre-season
games.

PREMIUMS (Incentives):
- Travel at $ 7.00 for a round trip of 50-99 km
$10.00 for 100 km or more with special arrangements for outlying areas
(eg Kingson, UOV)
- Games with a single official are paid at a rate
of 1.5 of the base rate.
TOURNAMENTS:
Officials at tournaments are paid based on the level of the game. No premiums
are paid.

TOURNAMENT RESPONSIBILITIES:
The Host Association is required to:
- pass schedule to ERRA Officiating Coordinator
- pass schedule to RIC of local association
- all issues/items are to be discussed with RIC
who is the liaison with the Regional Coordinator and Scheduler
The Referee-in-Chief, Local Association is required
to:
- attend relevant meetings with Local Association
Tournament Committee
- provide list of Officials to Scheduler 1 month
prior to tournament
- review schedule and approve before assignments
made
- review schedule and approve after assignments
made
- post schedules, distribute schedules, letters,
etc.
- liaison with Regional Coordinator, Evaluation
Coordinator and Scheduler
- arrange payment of officials
- hospitality for officials, i.e. comp room for
out of town refs, drinks (juice, water, etc.) in the ref room between
games, etc. Not mandatory.
The Regional Coordinator is required to:
- review schedule and approve before assignments
made
- review schedule and approve after assignments
made
- oversee tournament - handle complaints (can designate
to RIC or other representative)
The Tournament Coordinator is required to::
- decide the number of officials required for the
tournament by level
- compose a list of officials who will be given
the opportunity to participate in the tournament according to the levels
required giving preference to officials in the local association and
neighboring associations
- notify the officials that they have been accepted
and establish their availability
- work with the Regional Scheduler and Evaluation
Coordinator to ensure that the complement of officials is correct and
that officials have the opportunity for evaluations
